Algeria : Fiscal Transparency, Algeria recorded “significant progress”, US Department of State

Algeria has made “significant progress” in budgetary transparency, the State Department said Tuesday, stressing that government documents and budget data “are reliable” and “accessible to the public”.

“Algeria made significant progress during the period under review by publishing audit reports (public finance) within a reasonable timeframe,” stated the State Department in its 2017 report on fiscal transparency in the world, published Tuesday in Washington.

The department of Rex Tillerson specified that the data contained in the state budget “are reliable”.

The Audit Court, the supreme audit institution for state finances, has checked the implementation of the budget, publishing its appraisal reports on its website within a reasonable period of time, noted the report.

Referring to the Government’s efforts to reduce the number of Treasury trust accounts (CAS), the report found that these funds are not included in the State budget but are subject to audit.

Moreover, the criteria and procedures for granting contracts or licenses to exploit natural resources in Algeria are codified by laws and are in practice in conformity with the legal provisions of the country, stated the State Department.

The report also dealt with the implementation of budgets, which must be periodically verified by a supreme audit institution. The results of these audits should also be made public.

The evaluation also covered public procurement procedures and the licensing of natural resources that must be accessible to the general public and codified through legislation and regulations.
